When in India I was a strong advocate of forcing up the
price in the consuming countries; perhaps financial considera-
tions subconsciously affected my opinion. I am now
convinced that the process of making opium dear - both to
the purchasing Governments and through them to their
consumers though justifiable up to a point, was carri ed
much too far.
